9. What is the procedure to obtain Environment clearance of projects?
Environment clearance Procedure of Projects:
To establish or desires to undertake any new industrial project or the expansion or modernisation of any existing industry or new project listed in the Schedule-I shall submit an application to the Secretary, Ministry of Environment and Forests, New Delhi. The application shall be made in the proforma specified in Schedule-II and shall be accompanied by a project report which shall, inter alia, include an Environmental Impact Assessment Report/ Environment Management Plan prepared in accordance with the Guidelines issued by the Central Government in the Ministry of Environment and Forests from time to time.

Moreover, the Union Ministry of Environment and Forests has constituted the State Level Environment Assessment Authority (SEIAA) and State Level Expert Appraisal Committee (SEAC). to dealt with the process of obtaining environment clearance for category ‘B’ type projects and activities in Assam. With the setting up of SEIAA and SEAC, the Environment Clearance for ‘B' category projects or activities in Assam can be obtained from Guwahati Office subject to fulfillment of terms and conditions of the Union Ministry of Environment and Forests.
The ‘B’ category projects which will be cleared by SEIAA and SEAC includes Mining up to 50 hectare area; Hydroelectric power projects up to 50MW; Thermal power plants up to 500 MW; State Highway up to 30 km of length and State Highway and National Highway widening projects up to 20 meters of width; construction projects up to 20,000 sq.m. (<1,50,000 sq.m. of built up area); Township Projects up to 50 ha (>1,50,000 sq.m. of built up area), etc.
Further, to establish an industry with potential for water pollution / air pollution, a prior consent under the Water Act / Air Act is to be obtained in two phases:

This consent is to be obtained prior to establishing any Industry or process or plant. |

Consent to Operate [Initial & Renewal] :
Once the industry or process plant is established along the required pollution control systems, the entrepreneur is required to obtain consent to operate the unit. The consent is given for a particular period, which is mandatory to be renewed regularly. |
The proposed Industry should obtain the NOC under the water Act. And/ or the Air Act. by submitting the application form for NOC (consent to establish) through the regional Pollution Control Board offices before constructing the plant. The NOC (consent to establish) has to be renewed every year.

10. What is the Land Acquisition Procedure?
The Land Acquisition Act, 1894 is the basic law on Acquisition of land needed for public purpose. This Central Act which comes into force from 1st day of March 1894 and it is continues till date. The main objective of Legislation is the land Acquisition with determination of Compensation of Land.
When land is required for a public purpose or for a company, an officer duly authorized on behalf of the requiring Department, local authority or Company concerned should apply to the Collector of the District where land is located for publishing a draft Notification under section 4(i) of the Land Acquisition Act, 1894. The application shall set forth clearly the purpose for which land is required and shall be accompanied by a plan and specify the limits of the land along with full particulars of the land where it is located. The collector shall prepared the draft Notification and forward to the concern District Administrative Department for approval. The Administrative Department after scrutiny will refer the case to the Government in the Revenue Department for publication in the Assam Gazette under section (4) of the Land Acquisition Act, 1894. Copies of the Gazette Notification when published will be forwarded by the Revenue Department to the Collector and to the Requiring Authority.
After preliminary enquiries, the collector will proceed to have a draft declaration under Section (6) of the Act and a preliminary estimate of the Cost of Acquisition prepared for the land which is finally proposed to be acquired after conducting local enquires and finalized the process as per the requiring Authority. The District officer will verify and countersign the draft declaration after proper verification and forward the papers together with a plan of the land to the Government in the Revenue Department who after careful check will confirm the estimate and the draft declaration in all cases in token of the acceptance. The Revenue Department will forward the papers and the plan to the requiring officer through the Deputy Commissioner after countersigning the estimate, if approved
On receipt of the estimate from the Government, it is finally decided to acquire the land, the requiring officer will make an application to his superior authority, accompanied by the countersigned estimate and the draft declaration and also by a duly signed plan in duplicate for submission to the Government in Administrative Department for sanction to the project for issue of necessary orders from the Government in the Revenue Department for Acquisition of the required land.
After the project is sanctioned, the Government in the Administrative Department concerned will refer the case to the Government in the Revenue Department with necessary papers and plans in order that steps may be taken for acquisition of the land. The declaration will then, in all cases, be published in the Gazette by the Government in the Revenue Department and all subsequent proceedings for the acquisition of land will be taken in the Department. |

12. How is the connectivity in Assam?
The major modes of transportation in Assam are roadways, airways, railways and inland waterways. At present, there are two road-cum-rail bridges and one road bridge over the river Brahmaputra. The fourth bridge over the river near Dibrugarh is under construction and a fifth bridge at Guwahati is also coming up.

Road Ways:
A total road length of approximately is 69,000 kms. Covering both metalled and non-metalled surfaces. The major towns in the state are connected by National Highways, East-West Corridor is under construction. |

Air Connectivity:
The functional Airports of Assam are at Guwahati, Jorhat, Silchar, Dibrugarh, Lakhimpur and Tezpur. There are regular air services for New Delhi, Kolkata, Chennai, Hyderabad, Mumbai, Agartala, Imphal, Dimapur, Aizwal, Bagdogra, Jorhat, Dibrugarh, Lilabari, Tezpur from Guwahati. Dibrugarh, Jorhat and Tezpur are also connected to Kolkata by regular flights. Guwahati is also connected to various places of Arunachal Pradesh & Shillong by Helicopter services. Druk airlines of Royal Government of Bhutan is also operating a flight through Guwahati to Bengkok twice in a week. Lokopriya Gopinath Bordoloi International Airport (LGBI Borjhar Guwahati) is the only declared international Airport for entire North Eastern Region. It is observed that the frequency of flights and number of travellers have increased enormously. |

River Connectivity:
MAssam is endowed with extensive navigable waterways. The major rivers are the Brahmaputra and Barak and their numerous tributaries. The riverine system’s length is 4065 kms, out of which 2194 kms area navigable throughout the year and the rest during the monsoon only. The river Brahmaputra from Dhubri to Sadiya has been declared as National Waterway No-2 by the Government of India. The Directorate of Inland Water Transport, Assam and CIWTC operate water transport services on the river Brahmaputra and Barak on commercial basis. These services are used for the transportation of passengers and goods alike across the state and to neighbouring West Bengal through Bangladesh. There is a good scope of utilization of this river route for economic development of the state. |

Railways Connectivity:
The total route length is approximately 2506 kms. Several services directly connect
Assam to major cities of India. Within the State, all the major towns are directly linked by railways. The headquarters of the North-East Frontier Railways is located at Guwahati. |

Inland Container Depot:
Container Corporation of India Ltd. (CONCOR) operates an ICD at Amingaon, 10 km
from Guwahati having one Reach Stacker with 50MT capacity and Two Sling cranes with 35 MT capacities. Two bonded warehouses of CONCOR along with a private warehouse adding up a total area of 6400 sq. m. operate from the ICD. Inland Container Depot will provide excellent infrastructure facilities to enhance the export potential of agro horticultural products especially Tea. Presently from ICD amingaon, 2500 TEUS to 3000 TEUS per annum is being exported. |

13.How is the telecommunication and internet connectivity in Assam?
The Telecommunication network is one of the fastest growing sectors in the state. Individuals and industries alike face no problems in procuring telephone and other telecommunications facilities. The penetration of landlines as well as cellphone telephony is high and is steadily increasing.
Broadband and Wireless Broadband are available in the capital city of Guwahati and all major towns of the state. Major cellular phone operators also provide GPRS, 3G, etc to cellphone users in the state. |

14. What sort of accommodation is available in Assam?
Guwahati, being the hub of commercial activity in the North-east, has a number for hotels and guest houses to suit a variety of tastes and budgets. Hotels are available at all other major towns and the Government of Assam has its own network of inspection bungalows, circuit houses and tourists lodges for accommodation. Among the star category hotels in Guwahati are Radission Blu, Dynasty, Belle Vue, Brahmaputra Ashok, Rajmahal, Nandan, Rituraj, Pragati Manor, Landmark, Viswaratna etc. and all of them are suited within the city.
Facilities are also available for recreation and social interaction clubs like India Club, Guwahati Club, Racquet & Billiards Club, Gymkhana Club and Narengi Culb (Oil India) including golfing facilities at Army Cantonment, Narengi. |

There are chambers or associations of other nomenclature in almost all towns of the state. Among these mention may be made of Kamrup Chamber of Commerce, Ghy, Goalpara Merchants’ Association, Goalpara, Chamber of Commerce, North Lakhimpur, Darrang Chamber of Commerce, Tezpur, Nagaon Chamber of Commerce, Nagaon etc. Most of these are registered bodies under the Societies Registration Act. Some of them are affiliated to all India bodies.
The Kamrup Chamber of Commerce, Ghy is the most active Association in the region. It was established in 1953 and has grown in stature as an important representative body of trade and commerce in the State. It is affiliated to the Federation of India Chamber of Commerce & Industry which is the highest body in the country representing the interests of trade and industry.
